This build is centered around enhancing Alolan Raichu's basic attacks using Stored Power and Psychic, turning the Pokemon into an attack-damage Attacker. The key to this build is hitting opponents with Psychic first before activating Stored Power and blasting them with basic attacks while circling around them.

Since the build is centered on Alolan Raichu's basic attacks and Stored Power, equipping items that will maximize its attacks is the ideal item combination. Muscle Band and Rapid-Fire Scarf are core items, leaving only one slot for experimentation.
Out of all the items, Slick Spoon will be the best for the build. Although it did not generate the highest results, it still does decent damage without requiring Alolan Raichu to fully stack an item. It also gives bonus HP, which is more benefitial for the Pokemon.
As for alternatives, replacing Slick Spoon with Drive Lens would be the ideal choice. The item combination deals the most damage, but it does require Alolan Raichu to stack the item first to get the full benefit. It also gives cooldown reduction that's great for the Attacker.
These damage tests are conducted in Practice Mode with Goodra as the Training Partner. The Pokemon is set to level 15 and has no items equipped. The results are taken by substracting the Pokemon's max HP and its HP after taking damage.

This build revolves around placing Electro Balls near opponents, then quickly making them explode using Thunderbolt, turning Alolan Raichu into a more traditional spell-casting Attacker. Using Psychic instead of Thunderbolt will work too but will alter Alolan Raichu's gameplay a bit to utilize the synergy between the two moves.

Since the build is centered on Electro Ball and Thunderbolt, equipping items that will maximize their damage is the ideal item combination.
Out of all the item combinations, Wise Glasses, Choice Specs, and Slick Spoon will be the best for the build. It dealt the most damage for Electro Ball and did decently for Thunderbolt. The item combination also doesn't require Alolan Raichu to do extra tasks to maximize its damage.
As for alternatives, replacing Slick Spoon with Sp. Atk. Specs would be the ideal choice. The item combination deals a decent amount of damage for both moves.

This moveset is simple to execute while also having a high damage potential.
Stored Power significantly improves Alolan Raichu's attacks via increased attack speed and the ability to shoot additional projectiles that deal more damage. The move also takes advantage of Surge Surfer's attack-while-moving effect more.
Psychic compliments Stored Power's effects since it allows Alolan Raichu to deal increased damage against targets hit by the move using its basic attacks. The move also applies a slow to targets, giving Alolan Raichu a crowd control tool.

Alolan Raichu starts off as Pikachu and only has basic moves to work with in the early game. There's not much the Pokemon can do during that phase of the game other than do a bit of damage.
The Pokemon only becomes a threat once it reaches level 5 and evolves into Alolan Raichu, gaining a new ability and basic attack effects. With this in mind, it's highly recommended to let the Pokemon reach level 5 as fast as possible to start making an impact.
Much of Alolan Raichu's gameplay is centered around utilizing the effects of Surge Surfer. That means taking advantage of the ability to perform basic attacks while moving and strategically dashing around the battlefield whenever it uses a move or does a boosted attack.
Utilizing the passive's effects will have something to do with whether Alolan Raichu learns Stored Power or not.
Surge Surfer: Alolan Raichu Passive Effect and Cooldown
If Alolan Raichu learns Stored Power, it will have to utilize more of the ability to attack while moving since the move encourages the Pokemon to use its basic attacks.
The best way to take advantage of the effect is to circle around targets while attacking them from range.

If Alolan Raichu learns Electro Ball instead of Stored Power, it will have to utilize more of the ability to automatically dash towards the direction of a move it uses.
Since this effect is automatic and happens every time Alolan Raichu uses a move or performs a boosted attack, it's important to be mindful of the Pokemon's positioning to avoid accidentally putting it in a bad position.

Although Electro Ball's electric orb stays in position when it reaches the end of its designated path, Alolan Raichu can just simply hurl it straight at targets.
Since the electric orb travels in a straight path before staying in position, as long as it comes into contact with a target, it will explode and deal damage.

Alternatively, placing electric orbs on spots where there's a high chance of opponents running into it is one way of using the move.
Spots like inside grass areas, narrow paths, and even inside areas created by other Pokemon's moves, like Mean Look and Triad Blitz, are some strategic spots where Alolan Raichu can place Electro Ball.
If Alolan Raichu learns Electro Ball and Thunderbolt, it can quickly make the electric orbs explode by hitting them with Thunderbolt, dealing damage to nearby enemies.
This tactic can deal a lot of burst damage, especially if two (2) or more electric orbs are hit. A good rule of thumb is getting the proper angle to hit multiple electric orbs to maximize the damage.
Thunderbolt: Alolan Raichu Move Effect and Cooldown
On the other hand, if Alolan Raichu learns Electro Ball and Psychic, it can pull electric orbs towards the center of Psychic's target location by hitting them with the move, allowing the Pokemon to have some control over the orbs.
This tactic is somewhat difficult to do given Psychic's short cast range and limited area of effect, but it will be one of the ways Alolan Raichu uses the moveset.
Psychic: Alolan Raichu Move Effect and Cooldown
Thunderstorm Aerial deals initial damage and damage over time, and applies a slow to targets inside the zone. Additionally, when Alolan Raichu hits opponents inside the zone with a basic attack, its next basic attack becomes a boosted attack.
It's best to take advantage of these effects and turn up the offense each time Thunderstorm Aerial is used, especially the boosted attacks.
