The amount of charge the item gets depends on whether the Pokemon is attacking or moving. In terms of raw number, attacking will be the fastest way to charge up the item.
Using Eject Button will also charge Charging Charm since it technically moves the Pokemon.
Eject Button Effect and How to Get
The item gains a charge for each normal attack, but it only counts boosted attacks once.
For example, one boosted attack of Urshifu's Rapid Style are two normal attacks so the item will count it as two attacks.
