This build turns Latias into a decent damage dealer. Mist Ball gives Latias a strong area move that also weakens the enemies' damage output for a short time. You can learn either Dragon Pulse or Dragon Breath for Latias' second move depending on whether you prefer high burst damage on a single target or another area move for better teamfight, respectively.

This build makes Latias a full-on support for its team, especially if an allied Latios is present. Dragon Cheer allows Latias to rally to its allies and increase their next basic attack's damage. Dragon Breath provides Latias with a decent damage move that can also weaken the enemies' Sp. Def.

Although Latias is a Supporter, it can become a decent damage dealer while still being able to provide support to its allies with this moveset.
Mist Ball and Dragon Breath provide Latias with strong area moves that weakens both the enemies' offense and defense, respectively, which is extremely effective during teamfights.

Latias doesn't do much in the early game. You should focus first on defeating wild Pokemon and level up Latias to level 5 in the early game. Once Latias reaches level 5, you can start to be aggressive.
One of Latias' best features is Dragon Breath or Dragon Pulse's infinite scalability. After learning Dragon Breath or Dragon Pulse, Latias accumulates Eon power whenever it defeats wild Pokemon or hits an opponent with the move. The more Eon power Latias has the more effective Dragon Breath or Dragon Pulse becomes.
With this in mind, you should keep accumulating Eon power wehever you can as soon as Latios learns either Dragon Breath or Dragon Pulse.
If there is an allied Latios present, you can use Levitate to let Latias quickly fly over to the allied Latios' position. Latias also gains increased movement speed when it's near Latios. However, it's important to note that Latias can only fly to Latios' position if Latias is out of combat.
These special mechanics are useful in a variety of situations, such as escaping, pushing, or simply to travel the map faster, so make sure to take advantage of them if there is an allied Latios.
Although you can use Dragon Cheer on Latias, the move becomes generally more effective if it's used on allied Pokemon. Moreover, you can only use Dragon Cheer's second activation on an allied Pokemon, so the move becomes useless after the first use if there are no allied Pokemon nearby.
With this in mind, it's generally better to always stick with your allies when your running Dragon Cheer for Latias. This essentially turns the Pokemon into a dedicated supporter.
Aside from dealing a decent amount of area damage, Mist Ball and Dragon Breath are great for weakening the opponents' offense and defense, respectively. Mist Ball decreases the damage of the targets it hits while Dragon Breath reduces their Sp. Def.
These two weakening effects together gives your team a decent advantage during fights, increasing your chances of winning them.
Mist Blast deals a ton of damage on a single target. You can use it to either initiate a fight on a target, ripping off a huge chunk of their HP, or finishing them off when their HP is low enough.
One special mechanic of Mist Blast is that if Latios is also aiming for the same target with its Eon Blast, the pulses stack and explode on the target, dealing damage around the target. This turns Mist Blast into a devastating area move, which is useful for teamfights.
After using Mist Blast, Latias' move cooldowns resets immediately, allowing you to use it again. Additionally, the moves' cooldowns are also reduced for a short time.
You should take advantage of these effects to dish out more damage during fights.

Latias has high damage potential thanks to Dragon Pulse or Dragon Breath's scalable damage. However, it has low defenses and is an easy target for Pokemon with high burst damage or those that can quickly get close to it.
