Hey maybe urshifu and tyranatar, urshifu is a speedter and tyranatar attacker and make first evolution of tyranatar and the second evolution of tyranatar but not urshifu and the move set it's on you

so probably even if gyaados DID come in gyarados shouldnt have a evolution AND the big reason is ITS TOO BIG! because maximum of five pokemon must fit in your team area. but gyarados is oversized so it cant even fit in bye its self.
