However in the end if we are looking at how good the pokemon ultimately can be at the current state, all 3 Mamo, Garchomp and Gardevoir all belong in the same tier, which is (depending on whose tierlist we are looking at) possibly one tier below Pokemon like Wigglytuff, Snorlax, Pikachu, Cinderace, Greninja, Talonflame, Machamp, Zeraora and such. And above THAT tier lies the 4 kings: Tsareena, Lucario, Eldegoss and Venusaur. Those 4 can pretty much 1v1 anyone below them + excel in TFs.
The dragon combo is good because it's savagely fast engage displacement stun combo that leaves you in melee range free to auto attack. Also if your whole combo hits the enemy is slowed, you get 3 boosted stacks (needing only 2 autos for full 5stack auto) and your own attack speed is increased for a short duration. Not to mention the combo has ONLY 6 second cooldown. However while Mamo is bad 1v1 and Garchomp is good, the contrary is true in teamfights. And higher you go, less 1v1s happen
I don't think garchomp is a bad pokemon, in fact, he is slowly becoming my most played pokemon this season, but there are a lot of pokemon he can't 1v1. Lucario, Tsareena, even Gardevoir, which imo is one of the worst pokemon. He is still an OK pick, but can't 1v1 a lot of pokemon. Also, the dragon combo isn't as good because it no longer can critically hit.
This is the same argument which makes Mamoswine bad. However unlike Mamo, Garchomp's Dragon dive into claw stun combo comes out on frame 10, unlike Mamo whose first instance of hard-CC comes out on frame 40+ and it has less cooldown than both mamo's moves. Not to mention chunky lifesteal and damage+sustian passive on Garchomp. It's not only a matter of "The moves reach as far as those others" but also how much of a windup is there, how fast is the move, how easy it is to avoid & so on.
Gardevoir is definitely squishy and easy to kill, but Garchomp requires on getting to close to attack. If some of the top ranged attackers were to 1v1 him, they would destroy him because they can stay back while still dishing out tons of damage.
What no? He has the same range on moves try it.
Right at this moment Tsareena, Lucario, Venusaur, Talonflame, Mr. Mime, Garchomp, Cinderace, Greedent, Greninja, Zeraora and Wigglytuff can all 1v1 Mamoswine (Masters 2k+ both of equal skill-level and Level) under goalzone and win the exchange. That just shows how lacking Mamo's options are. Hell, majority of the higher ladder players agree in unison that Mamo feels like it was created purely as a pubstomp Pokemon, a claim which its Passive and Ult clearly back up.

Gardevoir dies the moment Tsareena, Lucario, Talonflame, Venusaur or Zeraora even look at it. Happens that all those I just mentioned are current Meta picks. Just having a stun doesn't make it good. Also Garchomp is much more viable in current Meta-climate + it has a stun gapcloser in Dragoncombo.
Tsareena is way too OP. Balance that stupid pokemon.
Gardevoir is better than Garchomp. Garchomp is powerful, but his range is abysmal. Gardevoir can stay at a distance, and use moonblast to stum while she escapes.
Mamoswine can defend a goal zone, but you shouldn't go push to score without a teammate. He also isn't very good as a swinub. So playing safe till level 5 is the best bet.
Icicle crash and high horsepower has the same range like cinderaces and greninjas moves.
Lastly you have to remember that this applies to high ladder Masters mostly. Most of the people below Masters 2000+ aren't good enough to play and plan ahead far ENOUGH, so to speak, so against bad players Mamoswine has a good chance to capitalize on rookie mistakes. For example on the occasional Random match I still see most (Even Masters) Cinder and Greninja players basic attacking way too close completely forfeiting their range advantage. As it stands bad playerskill lets mamo shine.
Cont'd: Mamoswine might also be underrated but the main problem lies in its abysmal range and windup on its moves making it miserable alone. However you can succeed with Mamo if you pair it up accordingly. That way you don't have to waste your kit trying to engage, but can use it fully to prolong the disables. Hence best teammates for Mamo are those with heavy engage and/or CC/Damage ie; Machamp, Wigglytuff, Tsareena, Snorlax, Pikachu, Garchomp, Gardevoir, Mr. Mime & Cramorant.
The problem is that Decidueye, Cinderace and Greninja have much longer range than anything Mamoswine has and they all have means to keep Mamoswine from engaging. And even IF Mamoswine Eject Buttons in to get the engage, Cinderace has Feint or Blaze kick to create space, Greninja has Decoys to dislocate the real Greninja (and possibly Surf) and Decidueye has Shadow sneak for MASSIVE slow and movement speed buff to create space on TOP of having their Battle item still at the ready.
But however i think he is underrated maybe try to play him by yourself again and you will change your mind or not. Thx for the factual discussion
1v1 with pokemon who have low hp stats like decidueye, cincderace or gerninja is a free kill if you hit them with icicle crash and high horse power. Because the few seconds the are freezed and immobile, mamoswine has enough damage output to hit them to low health and push them to dead. Maybe you are right with his unreliable ability to stop enemies immediately but if you can play him its a safe ability to stop pokemons fast and long.
Mamoswine still suffers from lack of reliable engage and sustain options. Try to defend anything in 1v1 let alone 1v2 against any ranged or high mobility or burst Pokemon and you will struggle or straight up die. Common meta picks such as Cinderace, Greninja, Talonflame, Tsareena, Lucario, Venusaur, Zeraora, Pikachu, Mr. Mime and even Eldegoss all trade favorably into Mamoswine, because Mamo has no reliable engage. These Pokemon can bait out the Dash and then turn the tables on it.
You're totally right with "inability to function on his own" but he is a liner and he totally can hold back 2 enemies while linebuddy respawn. And with the second i can't agree at all because since buff he is at lvl 5 powerfull and a destroyer on lvl 7. Thats not too late. I think he is now as powerful as blastoise or more powerful.
