You don't really understand eh? Either of the movesets are good. Mystical Kiss increases sustainability. Hyper Mind focuses on damage. It depends on your teammates. Some pick Draining Kiss x Hyper Voice to dish in a huge amount of damage.

Should be SS tier
Calm Mind, Mystical Fire, Wise Glasses, Focus Band, Float Stone, Eject Button. M. Fire + F. Stone + C. Mind + Boosted attacks turn Sylveon into a faster turret harass roamer than Standard Petal Dance Venusaur, with the Calm Mind's lategame holy grail of damage negation. Even Ulting Machamp can't catch you and will die to Fire chasing. Calm Mind will nullify first move against you. Used this set for 10 games straight (jungle and bot) in Masters 2k+ and carried all of them. High skill req though
Personally, I was torn between Mystical Fire and Hyper Voice for quite a while, until I realized that, while Mystical Fire is good for bursting single opponents down (outbursted gengar), Hyper Voice just speaks to me more, due to its ability to take on groups of enemies, while remaining a relatively safe distance away from them, which is more valuable in SoloQ imo. It also melts Objectives. Went from Ultra 1 to Ultra 5 using this thing. Loving it so far.
my final build for sylveon is, draining kiss, mystical fire, focush sash, buddy barrier, shell bell, eject button, maximizing her healing capabilities from four sources. its quite good..
Might look good for S tier.
