Whirlpool, ice beam is insane damage. Whirlpool, ice beam, boosted, move whirlpool, ice beam, boosted. Credit to Conzer.
Also, Talonflame is a 5-star enemy counter because Icy Surf does not allow you to push back the Aerial Bird combo and Talonflame can take out Suicune if Suicune has no help. Suicune is not fast enough to dodge Brave Bird. A good Pokemon to help Suicune is really any Pokemon that can distract enemy, like Buzzwole or Machamp. Suicune can continuously attack while enemy attention is divided. Also the hindrance with Surf is good for any of the counters for Suicune. Push them back, as most are attack
Icy Surf build is best because you can stay at long range while sniping with Icy Wind. Surf reloads pretty fast, so you can push back enemies and take lanes with the freezing effect and boosted basic attacks. Unite move Pokemon like Wigglytuff, as it is a nuisance and can actually deal a good amount of damage to Suicune with Sing/Dazzling Gleam combo. Replace the sun-shaped glasses (sorry I don't remember their name) with shell bell, enabling you to stay alive longer.
