On the Trash Bins in Rouge Sector 6

Pansage, Pansear, and Panpour can be found on the trees along Hibernal Avenue. This is found northeast of Lumiose City, between the Rouge and Jaune Sectors.

Ralts

Aside from being obtainable as a limited-time Mystery Gift Pokemon, Ralts can be found in the courtyard of Vert Sector 4. Ride the holovator to reach the roof and jump down the courtyard to find Ralts.

Fast travel to the Bleu Pokemon Center located southwest of Lumiose City. Head to the food cart across Coiffure Clips to find Spritzee on top.

On the Market Stall in Rouge Sector 6
Head to Rouge Sector 6 and travel southeast to find multiple market stalls where Spritzee can appear from.

Spritzee can often be found near food carts and market stalls available throughout Lumiose City. Note that due to similarities in habitat, Swirlix may sometimes be found where Spritzee usually spawn.

Hidden Area in Passage de la Felicite
Climb the northwest scaffolding to reach the roof, then walk on the skylight and head southeast to find a ladder. Head up the ladder then jump down the courtyard to find Swirlix.

Roof in Rouge Sector 6
Climb the holovator southeast of Wild Zone 4 to reach the rooftops, then cross the wooden beams to reach this area.

Swirlix notably appears in the courtyard east of Passage de la Felicite in Bleu Sector 6, accessible by jumping down from the roof.

Eevee

On the Roof in Magenta Sector 9
Climb the ladder by the inner sourthern wall to reach the roof, then head to the western corner to find Eevee near the grass.

Inner Courtyard in Vert Sector 9
Enter from the north or eastern openings then head south to reach the courtyard to find Eevee.

West Rooftop in Bleu Sector 7
Climb the scaffolding located northeast and head to the highest point to reach the roof. Eevee is found on the raised platform.

Rooftop North of Magenta Sector 7
Located on the rooftop north of Magenta Sector 7. Use Fire-type moves to burn the bramble at the entry , then go north and climb up the ladder. Head southeast afterwards.

Eevee can be found in several locations in the Magenta, Vert, and Bleu Sectors of the city.

Note that Eevee has a low catch rate, hence, it is recommended to have the Blue Canari Plush purchased from Racine Construction with Colorful Screws to raise the chances of capturing this rare Pokemon.

Absol

Roof in Jaune Sector 5

Aside from being obtained during the story, Absol can be found on the roof in Jaune Sector 5. From the Jaune Pokemon Center, enter the nearby alley and climb up the ladder. Head west and cross the beam to traverse the rooftops, then dodge roll to reach the next roof where Absol is found.

Note that Absol will only appear in this location after completing Mission 09 and has a chance of spawning as an Alpha.

Riolu

On the Roof of Rouge Sector 4

Riolu can be found on the roof of Rouge Sector 4 during the day, found northwest of Lumiose City. Climb the ladder found northeast of Rouge Sector 4 to reach the roof, then head south to find Riolu

Hawlucha

Rooftops West of Wild Zone 3

Hawlucha can be found in the rooftops west of Wild Zone 3. Complete Break Time Battle and ride the holovator to reach the roof, then shoot the net with projectiles such as Water Gun to create a path towards the next rooftop. Cross the beam to reach the northeast rooftop afterwards to find Hawlucha by the bushes.

Scraggy

Roof of Passage de la Felicite

Scraggy can be found on the roof of Passage de la Felicite, accessed by climbing the nearby scaffolding or riding the holovator in the shopping center. This is found southwest of Lumiose City, north of the Bleu Pokemon Center.

Talonflame can be found on the roof in Vert Sector 3. Enter the courtyard west of Coulant Waterway by clearing the sludge with Water or Psychic-Type Moves, then ride the holovator nearby. Head north, then dodge roll at the end of the platform to reach the rooftop where Talonflame is found.

Climb the building south of Restaurant Le Nah and roll from the edge of the platform to reach the roof, then head north to find Dratini.

Climb the scaffolding west of Bleu Sector 6 to reach the rooftop, then head to Bleu Sector 8 and cross the western bridge to reach the Bleu Sector 9 rooftop. Head west to find Dratini.

Roof in Magenta Sector 9
Dratini may also appear on a rooftop of Cafe Triste in Magenta Sector 9. Fast travel to Magenta Pokemon Center, use the nearby holovator, then head to the area.

Dratini will run away when it sees the Trainer, requiring players to sneak behind it for capture. Use Quick Balls while sneaking to catch it, or defeat it in one hit in a sneak attack to trigger the catch window.

Go to the construction site in Vert Sector 6 and follow the path to Vert Sector 9 to find a wild Dragonair.

Dragonair can also spawn on a roof in Jaune Sector 2. This area requires you to get Rotom Glide, which is unlocked after completing Main Mission 16.

Dragonair can appear in the wild and can spawn on rooftops in Vert Sector 9 and Jaune Sector 2.

Larvitar can be found on the southern rooftop in Vert Sector 2. Enter the courtyard and head north to find a ladder to reach the roof. Head south, stand on top of the boxes at the end, then dodge roll to reach the next rooftop. Follow the roof eastward to find Larvitar.

Goomy is found on the bridge in Vert Sector 9 during the rainy weather. This is the one of the earliest possible locations, found southwest of Lumiose City, north of Wild Zone 1. Rest at the bench in the inner courtyard of Vert Sector 9 until the weather changes to rainy for Goomy to appear at the bridge.

Goomy on the roof in Vert Sector 8 during the rain. This is accessed by climbing up the ladder behind breakable rocks in the northeastern corner of the court near Wild Zone 1.

Pier in Saison Canal
During the rainy weather, Goomy can be found on the pier in Saison Canal located in the middle of the Magenta Sector. This is found northwest of Lumiose City, southeast of the Magenta Pokemon Center.

Goomy can only be found during the rainy weather. It is often found near bodies of water, such as the canals and ponds seen throughout Lumiose City.

The Blue Canari Plush passively increases Pokemon catch rate when acquired. This can be purchased in Racine Construction Company in exchange for Colorful Screws.

This is especially useful when catching trickier rare Pokemon, such as Eevee and Dratini.

Weaken and Capture It In Battle

Last Chance KO Capture

Deplete the rare Pokemon's health to weaken it in battle, and throw a Pokeball for a chance to capture it. When defeated, the catch window is triggered, significantly raising the chances of capturing the Pokemon.

How to Catch Pokemon

Defeat the Pokemon in One Hit With a Sneak Attack

Players attempting to catch rare Pokemon that run away like Dratini should perform a sneak attack instead. Ensure that the Move used will defeat the Pokemon in one hit to instantly trigger the catch window for capture.

Reroll Encounter Chance At the Bench

Bench Reset Method

If the rare Pokemon did not appear in the location, head to a nearby bench and change the time to reroll the encounter chance.

This can be done repeatedly until the rare Pokemon spawns, especially useful for those with vague habitat descriptions from the Pokedex, such as Swirlix and Spritzee.
