Eevee can be found in several locations in the Magenta, Vert, and Bleu Sectors of the city.
Note that Eevee has a low catch rate, hence, it is recommended to have the Blue Canari Plush purchased from Racine Construction with Colorful Screws to raise the chances of capturing this rare Pokemon.

Aside from being obtained during the story, Absol can be found on the roof in Jaune Sector 5. From the Jaune Pokemon Center, enter the nearby alley and climb up the ladder. Head west and cross the beam to traverse the rooftops, then dodge roll to reach the next roof where Absol is found.
Note that Absol will only appear in this location after completing Mission 09 and has a chance of spawning as an Alpha.

Hawlucha can be found in the rooftops west of Wild Zone 3. Complete Break Time Battle and ride the holovator to reach the roof, then shoot the net with projectiles such as Water Gun to create a path towards the next rooftop. Cross the beam to reach the northeast rooftop afterwards to find Hawlucha by the bushes.

Scraggy can be found on the roof of Passage de la Felicite, accessed by climbing the nearby scaffolding or riding the holovator in the shopping center. This is found southwest of Lumiose City, north of the Bleu Pokemon Center.

Talonflame can be found on the roof in Vert Sector 3. Enter the courtyard west of Coulant Waterway by clearing the sludge with Water or Psychic-Type Moves, then ride the holovator nearby. Head north, then dodge roll at the end of the platform to reach the rooftop where Talonflame is found.

Scrafty can be found in the alley behind the Poke Ball Boutique at night, replacing a Scraggy in the area.
Note that this is not guaranteed, as a full group of Scraggies may appear instead. Players can change the time at a nearby bench to reset the chances of finding Scrafty.

Dratini will run away when it sees the Trainer, requiring players to sneak behind it for capture. Use Quick Balls while sneaking to catch it, or defeat it in one hit in a sneak attack to trigger the catch window.

The Blue Canari Plush passively increases Pokemon catch rate when acquired. This can be purchased in Racine Construction Company in exchange for Colorful Screws.
This is especially useful when catching trickier rare Pokemon, such as Eevee and Dratini.
Which Canari Plush Should You Get?

Deplete the rare Pokemon's health to weaken it in battle, and throw a Pokeball for a chance to capture it. When defeated, the catch window is triggered, significantly raising the chances of capturing the Pokemon.
Players attempting to catch rare Pokemon that run away like Dratini should perform a sneak attack instead. Ensure that the Move used will defeat the Pokemon in one hit to instantly trigger the catch window for capture.

If the rare Pokemon did not appear in the location, head to a nearby bench and change the time to reroll the encounter chance.
This can be done repeatedly until the rare Pokemon spawns, especially useful for those with vague habitat descriptions from the Pokedex, such as Swirlix and Spritzee.
