How to Unlock Froslass's Unfinished Business
Begin Main Mission 30
To unlock the Froslass's Unfinished Business side mission, you need to first unlock Main Mission 30: Reaching Rank B.
Complete Side Mission 61
You also need to complete Side Mission 61: My Favorite Holovator to unlock the Holovator that you will use to progress the Frosslass's Unfinished Business mission.

Accept Mission From Froslass in Bleu Sector 3

Head to Bleu Sector 3 by fast traveling to Vernal Pokemon Center. Head to the center of Bleu Sector 3 and examine the tree to start the quest where Froslass will appear.
Froslass's Unfinished Business Walkthrough
Follow Froslass
Froslass will want you to follow it towards its destination. Keep following the Froslass until it leads you to a Holovator that you can unlock in My Favorite Holovator.
Use the Holovator to Climb Up
Use the Holovator to climb up to the top of the building. Get to where Froslass is.
Keep Following Froslass
Froslass will move again using the ice bridge on the top of the buildings. Use these ice bridges to get to where Froslass is. Once you reach Froslass, the quest will end.

Upon finishing the quest, Froslass will drop the Dawn Stone which can make certain Pokemon species evolve like Kirlia to a Gallade and female Snorunt to Froslass.

So as it turns out...this Froslass is in fact the very same one that you help save when it goes through Rogue Mega Evolution. It beckons the player to the very spot when it Rogue Evolved for the first time, except that when you return it isn't there anymore. This implies that it had actually passed away due to the strain of its forced mega Evolution, but leaves behind a momento - A dawn stone that Kirlia or Snorunt (a Pokémon that evolves into Froslass) can use to evolve with. It's sad really...
