How to Unlock Up, Up, and Away After Emolga!
Unlock Main Mission 30
Up, Up, and Away After Emolga! unlocks once you reach Main Mission 30: Reaching Rank, specifically after defeating Lebanne in the story.

Up, Up, and Away After Emolga! can be started by talking to Urmand. You can find him on a rooftop, accessible through the Holovator near Cafe Kizuna.
Complete A Shocking Territory Dispute
To get to the rooftop where Urmand can be found, you must first unlock the Holovator being blocked in the A Shocking Territorial Dispute side mission. This can be found north of Cafe Kizuna.
Once this Holovator has been unlocked, use it to go up, then turn right, and you should find Urmand just below the small stairs.

Up, Up, and Away After Emolga! Walkthrough
Find Emolga
To start, find the Emolga you need to chase. From the same rooftop, head back to the ladder and take a left this time. Continue onward and you should find Emolga at the end.
Emolga Location, Evolution, and Stats
Follow Emolga
From here, Emolga will start gliding from building to building. It will fly toward the building behind you. Keep chasing it until you corner it. The chase ends when Emolga lands on a platform on top of a scaffolding.
Since Emolga glides from one building to another, it's also recommended that you do the same with your Roto-Glide. This is especially useful at the end, as reaching the platform where Emolga is can be tricky.
Defeat or Catch Emolga
Once you manage to stop Emolga from running, it will challenge you to a battle. Emolga is at level 53, and given its type, its only weakness comes from its Flying typing. If you plan to take it down, hit it with Ice or Rock-type moves.
You can also catch it if you want, especially if you want to end the battle more quickly!

Completing Up, Up, and Away After Emolga! rewards you with ₽2,000 and eight each of Kelpsy, Pomeg, and Tamato Berries.
These berries, when fed to a Pokémon, raise friendship but at the cost of lowering EVs. Kelpsy lowers Attack, Pomeg lowers HP, and Tamato lowers Speed. Only feed these to Pokemon who wouldn't benefit from those stats.
