Chikorita, who first appeared as a starter in the Johto games, is the Grass-type starter in Pokemon Legends: Z-A!
Chikorita's evolution line has historically served as a defensive utility Pokemon, with good survivability thanks to access to dual screens and recovery options.

Tepig, originally from the Unova region, represents Legends: Z-A's Fire-type Starter Pokemon!
In the past, Tepig's evolution line excelled by dealing high damage attacks in a headstrong manner with notable attacks in Flare Blitz and Wild Charge.
At its final evolution, Emboar is a beefy mixed attacker capable of dealing high damage with its strong offensive typing.

In an unexpected twist, the Water-type starter, Totodile, is also coming over from Johto to complete the Z-A starters trio.
The Totodile evolution line is known for its high physical damage capabilities. Access to strong moves of the Water, Fighting, and Dragon typing round out its learnset making it a great Pokemon to use.

In its Mega Evolved state, Mega Feraligatr gains the Dragon typing. This removes Feraligatr's weakness to Grass and Electric, replacing it with weaknesses to Dragon and Fairy. Players can obtain Feraligite from AZ during the 10th Story Mission.

Tepig is a great choice of a starter due to its versatility in battle. High HP, physical and special attack stats make using this Pokemon a more forgiving experience, and its offensive typing makes it super effective against over seven types.

I think that the idea was to choose the least popular starters out of each type. Yeah, Tepig is kinda popular but less than other fire pokemons. Maybe Fuecoco is less biased it's too early for them, though.
