To unlock a Fan of Fairy Types, you will need to progress through the story until you unlock Main Missions 16, 17, and 18. Once you've done that, this Side Mission will become available.

You accept this quest from Faye, who is found at the battle court inside Wild Zone 6. This is easy to get to since you can just fast travel to the Wild Zone, unless you haven't been there yet.

This is a relatively easy mission to complete since all you need to do is defeat Faye and her Fairy-type Pokemon. They're all Stage 1 Evolutions, so as long as you're using a Steel or Poison-type, like Aegislash or Gengar, they should go down quickly.
