To unlock the Budew Show, you will first need to progress the story until you reach Main Mission 07, Reaching Rank W. Once you've defeated Naveen and are free to roam Lumiose City, a whole bunch of Side Missions will be unlocked, including this one!

You can accept this quest from Jardin inside the Vernal Pokemon Center. It will automatically trigger as soon as you enter, and he will move to the fountain in Bleu Sector 8 afterwards.

To complete this quest, you will first need to catch and add a Budew to your party. They can easily be found inside Wild Zone 2, regardless of it's night or day, so go here if you still need to catch a Budew for this quest.
Budew Location, Evolution, and Stats

After you get a Budew, you will then need at least 5,800 Poke Dollars to enter the competition. Make sure that you've farmed enough money before you go visit Jardin so that you don't have to leave and come back later.
If you're low on cash, you don't have to worry about losing money since the 10,000 Poke Dollar reward for completing this quest will make up for the cost of the entrance fee.

Once you have a Budew in your party and have at least 5,800 Poke Dollars, you can go to Jardin by the fountain in Bleu Sector 8. From there, you'll simply need to pay the fee and join the competition to complete this quest.

Aside from the monetary reward of 10,000 Poke Dollars, you will also receive a Miracle Seed for completing this quest. This is a held item that boosts the damage of Grass-type attacks, and is extremely useful if you picked Chikorita as your starter at the beginning of the game.
However, since you have to pay an entrance fee to complete this quest, the Poke Dollar reward will end up at a net gain of 4,200 instead.
