Returning TMs can be purchased from a new NPC located in an alleyway next to Wild Zone 17 in the Vert District. He should appear in this location upon purchasing the Mega Dimension DLC and updating to Version 2.0.0.

Many of the new side missions added in the Mega Dimension DLC reward TMs. Progress through Hyperspace Missions to unlock more side missions, and complete them to get new and returning TMs.
Side Missions List: All Rewards and Locations

Most of the returning moves that aren't TMs are the signature moves of Pokemon added in the Mega Dimension DLC. The Legendary and rare Pokemon that can learn these moves can be caught either in Hyperspace Wild Zones, through hyperspace distortions from Special Scans, or from side missions.
