Reve de Musharna unlocks after defeating Canari and Ivor during the events of Hyperspace Mission 9.

Find Noda standing next to his Musharna, a woman with glasses, and her Flamigo north of the Looker Bureau. Approach the group to activate a cutscene automatically and start the side mission.
Reve de Musharna Walkthrough
Catch a Musharna
The side mission requires a Musharna in your current party, so catch one in the Hyperspace Wild Zones in Lumiose City.
Make sure to change its moves so that it has Hypnosis and Dream Eater.
Musharna Location, Evolution, and Stats
Use Hypnosis and Dream Eater on the Flamigo
Target Flamigo using the ZL button and use Hypnosis to activate a cutscene showing it falling asleep. Target the Pokemon again and use Dream Eater after to activate another cutscene and complete the side mission.
