Moves Breakdown

Moonblast	Your main STAB attacking move.
Psychic	Decent damage option, but can easily be replaced with other support moves like Screens or Calm Mind
Power Gem	Another STAB attacking move. Can easily miss though, so make sure to use it when your target is preoccupied.
Earth Power	Used to KO pesky Steel-types like Metagross and Excadrill.

This set focuses on having Diancie deal as much damage as possible and cover its weaknesss to Steel.

Other Viable Moves

Dazzling Gleam	Lower damage than Moonblast, but can be used to take down groups of enemies for points.

EV Spread and Nature

A full 252 EVs are put into Diancie's Special Attack and HP to make it hit as hard as possible and take a few hits. The extra 4 EVs are placed into Speed for quicker move cooldowns, but its negligible.

A Modest nature is preferred to help further increase Diancie's Special Attack stat.
