To unlock Pidgeot Soaring High, you will need to progress through the game until you unlock Main Mission 19, Reaching Rank D. Once that's been done, you will unlock this Side Mission.

At the end of the Saison Canalside

You can accept this quest from Colis, who can be found at the end of the Saison Canalside that is towards Jaune Sector 10. The closest fast travel point to this area is Wild Zone 8, so teleport there if you aren't already nearby.

  1. Prepare a Pokemon with Stealth Rocks
  2. Fight and Defeat Colis

Prepare a Pokemon with Stealth Rocks

037 Stealth Rock TM Map Location
During this fight, Colis' Pokemon will spam Fly whenever it's off cooldown, making it very difficult for you to land your attacks if you mistime them. To help make this fight easier, it's recommended to use a Rock-type Pokemon that knows Stealth Rock so that the birds get damaged as soon as they land.

If you're doing this quest later in the game once Wild Zone 14 is unlocked, Aggron will be an amazing choice since it can learn Stealth Rock via TM, has super effective STAB Rock attacks, and it's 4x resistant to Normal and Flying!

Fight and Defeat Colis

When you're ready, talk to Colis and challenge him to a battle. He will use a team that consists of the evolutionary line of Pidgey, and they will be around level 41-43.

During the fight, make sure that your Pokemon are standing inside the Stealth Rock field so that the birds will get hit by it when they land from using Fly. This should chip them down far enough so that you can knock them out with a follow-up attack.

Aside from the monetary reward of 2,600 Poke Dollars, you will also receive 5 Repeat Balls, which have a higher chance of capturing Pokemon you already caught, and the TM for Fly, which makes your Pokemon invulnerable until they land the attack.
