How to Unlock Abuzz About Bug Types
After Returning from Lysandre Labs During Main Mission 35
Abuzz About Bug Types is unlocked during Mission 35: Reaching Rank A, right after exploring Lysandre Labs.

You may accept this mission by speaking to Constance who is standing in the middle of a court south of Wild Zone 13 and north of the Looker Bureau.

Defeat Constance in Battle

Once you arrrive at the location, Constance will request a Pokemon Battle. She'll use Bug Type Pokemon and starts the match with a Lv. 57 Beedrill that can use X-Scissor and Drill Run, a Lv. 57 Ariados that can use Swords Dance and Megahorn, and a Lv. 57 Scyther that can use X-Scissor.
She'll then send out a Lv. 58 Heracross that can use Rock Blast, Megahorn and Close Combat, and a Lv. 58 Mega Pinsir that can use Lunge and Earthquake.
Mega Skarmory is Recommended
All of Constance's Pokemon are weak to Flying and Fire-type Moves, but they have coverage moves that can hit Pokemon of these types which makes it risky to use them.
Mega Skarmory can easily take on all of Constance's Pokemon as it takes neutral damage from Rock Blast, is immune to Earthquake, and resists Bug-type Moves. It can then hit back with super effective Aerial Ace and Brave Bird. Defeat all of her Pokemon to complete the side mission.

You'll receive 5 Exp. Candy M, a Power Lens, and 2,500 Pokemon Dollars for completing this mission.
The Power Lens is a held item that increases a Pokemon's Sp.Atk gain during battle, but also reduces its Speed.
