How to Unlock The Kakuna Master
Progress to Main Mission 07
To unlock the Kakuna Master, you will first need to progress the story until you reach Main Mission 07, Reaching Rank W. Once you've defeated Naveen and are free to roam Lumiose City, a whole bunch of Side Missions will be unlocked, including this one!

The Kakuna Master can be accepted from Montee at the park in Jaune Sector 1. It's close to the center of the city near a bunch of fast travel points, so it shouldn't be hard to get to.

Defeat Montee's Kakunas and Beedrill

To complete this mission, you will need to defeat Montee in a Pokemon Battle. She has 3 Kakunas ranging from Level 8-9, and a Beedrill that's Level 11. Just make sure that you use Special Attackers since her team can use Iron Defense to boost their Defense stats.
Use a Fletchinder to Easily Win This Fight
If you didn't pick Tepig at the start of the game, an easy Pokemon to get for this fight is the Fire Flying-type, Fletchinder. It's pre-evolution, Fletchling, can be found at the start of the game in Wild Zone 1, and you should have a high-level Fletchinder at this point, unless you didn't catch one or haven't been using them.

Aside from the monetary reward of 700 Poke Dollars, you will also get Silver Powder and Net Balls from this quest. Silver Powder is a held item that boosts the damage of Bug-type attacks, while Net Balls are Poke Balls that have a higher chance of catching Water and Bug-type Pokemon.
