How to Unlock Who's the Strongest, Huh?!
Unlock Main Mission 24
To accept Who's the Strongest, Huh?!, you will need to unlock Main Mission 24 first. To do this, you must clear Main Missions 21, 22, and 23 first, and talk with Corbeau.

Accept Mission From Rust Syndicate Grunts

You may accept this mission by speaking to the Rust Syndicate Grunts, who are located along Estival Avenue. They are standing northeast of the Rust Syndicate office.
Who's the Strongest, Huh?! Walkthrough
Have One Pokemon in Your Team
To battle the grunts, you will need to have a single Pokemon in your team.
It is ideal that you choose a Pokemon that counters Arbok. Excadrill is a solid option, as it has the type advantage and cannot be poisoned.
List of All Ground Type Pokemon
Defeat the First Grunt's Arbok
You may speak to the first grunt with the black hair to battle him. He will be using a Level 45 Arbok.
For a quick victory, you may use Ground and Psychic-type moves.

Defeat the Second Grunt's Glalie
After defeating the first grunt, you may talk to the blonde grunt to battle him. You are allowed to heal and switch which Pokemon you will use in between battles as long as you only have one Pokemon in your team. You may want to switch to a healthy Pokemon that counters Glalie, such as Medicham.
The grunt's Glalie is Level 45. To defeat it, you may use moves that are super effective against it, such as Fire and Fighting-type attacks.

Completing Who's the Strongest, Huh?! rewards you with Black Glasses, a Focus Band, as well as 2000 Pokemon Dollars.
The Black Glasses held item can boost the power of your Pokemon's Dark-type attacks. On the other hand, the Focus Band is a held item that can give your Pokemon a chance to survive a fatal blow with 1 HP.
