The best way to get held items while playing the story is by completeing Side Missions. Different sets of Side Missions unlock after completing certain Main Missions.

After completing the story, you can buy battle held items inside Racine Construction. Each item cost ₽4,980.
To buy these items, enter the building and go through the door on your right. There will be two NPCs who can sell you held items.

Some Battle Held Items can be found around Lumiose City by talking to NPCs or in Poke Balls. Explore instead of fast traveling and you might find a great item!
