What's Wafting from Wigglytuff? is a side mission that unlocks upon reaching Hyperspace Mission 8 and speaking to Corbeau at the Rust Syndicate headquarters.

Talk to Bain at the south side of the border of Wild Zone 10 in Bleu District to start the side mission. He will be standing next to his Wigglytuff.

Add a Pokemon that knows the move Bubble Beam to your party, then speak with Bain to start the battle. Have your Pokemon use Bubble Beam on Wigglytuff and defeat it in battle.
If you do not have a Pokemon that can use Bubble Beam, you can catch a Staryu from Wild Zone 10 or a Starmie or Froakie from Wild Zone 16 before battling Wigglytuff. Make sure to level them up before starting the battle so they don't get knocked out easily.
EXP Farming Guide: How to Level Up Fast

If you knock Wigglytuff out without using the move Bubble Beam, you will still get the Trainer battle cash reward as well as EXP for beating Wigglytuff. However, the quest will not end, since Wigglytuff is still not clean. This allows you to redo the battle over and over again to farm money and experience points.
To do this, you must have a Pokemon with Bubble Beam in your party but use a different Pokemon to knock out Wigglytuff—ideally a Poison or Steel type that can easily defeat it. Talk to Bain to start the battle, then defeat Wigglytuff without using Bubble Beam. Repeat this until you're satisfied.
