How to Unlock Underneath the Holovator
Progress to Main Mission 10
To unlock this mission, you will need to progress through the story until you've reached Main Mission 10, The Secrets of Mega Evolution. After you've defeated your rival, you will unlock a bunch of new side quests, including this one!

You can accept this quest from Terra, who is located by the Holovator in Vert Sector 9. This is located near the Pokemon Research Lab and Wild Zone 1, so fast travel to either of those locations to get there quickly.

Check the Hole and Defeat Diggersby
To complete this quest, you will need to interact with the hole and defeat the Diggersby that pops out. They're a Level 28 Normal Ground-type, so make sure you lead with an appropriately levelled Pokemon that has Fighting, Water, Grass, or Ice-type attacks.

As a note, you can catch the Diggersby that appears during this mission. It's recommended to do this if you don't have a good Ground-type Pokemon yet, or if you haven't registered a Diggersby in your Pokedex.

Aside from the monetary reward of 1,500 Poke Dollars, you also receive a Revive and Soft Sand as rewards from this quest. As implied in the name, the Revive is used to revive fallen Pokemon, while Soft Sand is a held item that increases the damage of Ground-type attacks.
Unlock the Nearby Holovator
Completing this mission will also unlock the Holovator that the Diggersby was blocking off. This lets you access a new area to explore with items and Pokemon you might not yet have.
