The best spot to hunt Shiny Aggron is at Wild Zone 20.

You can only unlock Wild Zone 20 after completing the main story of the game. Once you complete Main Mission 38, Wild Zone 20 will appear at the Prism Tower.

East Bench Location
Fast Travel to Wild Zone 20 then rest on the bench near the east entrance.
② Keep changing the time using the bench. This will cause Pokemon in the area to spawn and despawn. Do this until Shiny Aggron appears.

Once Shiny Aggron spawns, save your game progress.
④ Catch Shiny Aggron. If you are unable to catch it, reload your save to make another attempt.
