Wild Zone 14 serves as the habitat for seven regular Pokemon species. Helioptile spawn exclusively during the day.

Helioptile can only be seen within the area during daytime when the weather is set to Clear Skies. They will not spawn in the area at any other weather condition, so you can try passing the time until you get Clear Skies.

Onix and Drilbur spawn within the same location, emerging from the dirt mounds seen within the area. You can easily tell which one will spawn based on what's poking out of the ground. A snout with a red nose indicate that it's a Drilbur, while a grey horn will signify an Onix.

An Alpha Excadrill spawns in the middle of Wild Zone 14, surrounded by regular Excadrill. Upon reaching 100% on Wild Zone 7, there will be a 5%-10% chance for and Alpha version of other Pokemon in the area to appear.

Destroy the boulders found around Wild Zone 14 with the use of Fighting-type, Ground-type, or Rock-type Pokemon moves. Doing so will allow you to access hidden areas behind buildings where you can find items and a TM.

The Discharge TM can be found behind a building located south of Wild Zone 14. This area is obstructed by a boulder which you'll have to remove by using the appropriate Pokemon move.
TM 039 Location and Pokemon That Learn It
Unlock Wild Zone 14 by completing Main Mission 19, after reaching Rank D and defeating Ivor. Afterwards, you'll find this Wild Zone in the Electrical Substation within the Magenta District.
