There is one Alpha Pidgey in Wild Zone 1.

Use Rock Smash to break the cracked boulders in Wild Zone 1. You'll be able to get the Rock Smash TM and a Pokemon that can learn it from Main Mission 03.
Alternatively, you can use other hard-hitting physical moves, such as the Rock-type move Rollout, to break cracked boulders.
Breaking the cracked boulders beside the black fence opens up the west section of Wild Zone 1 where you can access the rooftops and the other side of the pond.
How to Destroy Boulders and Obstructions
Unlock Wild Zone 1 by reaching Main Mission 5. Afterwards, you'll find this Wild Zone on South Boulevard of the Vert Sector.

Break the rocks at the black gate using Rock Smash. Climb the two ladders to reach the tables and chairs at the rooftop that has the Work Up TM nearby.
