The best spot to hunt Shiny Litwick is at Lumiose Sewers at Bleu District, accessed after progressing The Camerupt Entrepreneur side mission.

Note that the side mission will only appear after reaching Main Mission 20.

How to Shiny Hunt Litwick

① Lumiose Sewers Entrance
Fast travel to the entrance, available after progressing The Camerupt Entrepreneur side mission.

1st Left to Litwick Location
2nd Left to Litwick Location
After entering the sewers, turn left at the first instance twice.

Check if Litwick Spawned as a Shiny
Shatter the ice on the left to create a bridge, then head across. Check if Litwick spawned as a Shiny, indicated by its blue flame.

Return to Lumiose Sewers Entrance
If a Shiny Litwick didn't spawn, fast travel to the entrance. Note that players may need to relocate if aggro is drawn to enable fast travel.

Lumiose Sewers Entrance
Exit the sewers, then re-enter. Return to Litwick's location again to check if it spawned as a Shiny.

You don't need to leave the sewers. Just walk straight back until you hit the rail. The litwick despawn at that distance. Then just walk straight back and check again.
