To unlock this quest, you will need to progress past the Lida fight during Main Mission 08 and rest at any Pokemon Center. When you do this, the quest will automatically start, and Mable will ask you to meet her at her office.

As mentioned earlier, this quest will be automatically accepted as soon as you rest at a Pokemon Center after beating Lida during Main Mission 08. Once it has started, you'll need to go to the Pokemon Research Lab at the south of the city to continue the quest.

Charizard is the only Pokemon from the Gen 1 starters that has 2 different Mega forms. This makes Charmander the standout choice out of the three since you can swap out its Mega Stone to better counter your opponent.
You can buy the Mega Stones for Charizard and Blastoise from the Stone Emporium after you unlocked Mega Evolutions during Main Mission 10. They will appear in the shop as soon as you finish the tutorial fight with Mega Absol.
Unlike Charizard and Blastoise, whose Mega Stones can be bought at the Stone Emporium, Venusaur's Mega Stone is obtained after beating the Rogue Mega Venusaur. This means that the Venusaurite is available much later than the other two, and you shouldn't pick Bulbasaur if you want to use it's Mega staight away.

To help build out some variety in your party, it's a good choice to select the Pokemon that has a different typing from your chosen starter. As an example, even if Charizard and Emboar would have different secondary typings, they're still both weak to water without Mega Evolution.

It should always be mentioned that ultimately, the starter you should choose should be whichever one you like the most. For example, if you like Bulbasaur and you already have Chikorita, then it's perfectly fine to choose them as your gift from Mable if you like them.

To complete this quest, you will simply need to head to Mable's office at the Pokemon Research Lab and choose a Kanto starter. Once that's done, the quest will be completed, and you can claim your rewards.

Besides the usual monetary reward of 1,000 Poke Dollars, you also get 3 Exp. Candy XS and 2 Exp. Candy S. This will give the chosen Pokemon a set amount of experience, but it's recommended to use them on your new starter to help them catch up in levels.

This quest will also net you a free Generation 1 starter of your choice! It's generally recommended to pick Charmander, but it's also a good option to pick one that has a different type from your starter, or whichever one is your overall favourite.
