Unlock Main Mission 14
To unlock Who Has the Bigger Magikarp?, you will need to progress through the story until you reach Main Mission 14, Reaching Rank E. Once that's been done, a bunch of new Side Missions will be unlocked, including this one!

Catch an Alpha Magikarp
You can find an Alpha Magikarp in Wild Zone 2 in the day or WIld Zone 6 at night. Keep in mind that you will need to use Rock Smash on some boulders to access the area you will need to go to in Wild Zone 2.
If you already have an Alpha Magikarp, you can skip this step and show it to Kingsley immediately.
How to Destroy Boulders and Obstructions
Show Kingsley the Alpha Magikarp
Once you have an Alpha Magikarp in your party or in one of your boxes, speak to Kingsley. Select it from the menu to clear the Side Mission.
