How to Unlock Dondozo Down in the Dumps
Complete Side Mission 57
You need to have completed Side Mission 57: The Camerupt Entrepreneur in order to unlock Dondozo Down in the Dumps. This side mission can be started in front of the sewer entrance in Bleu Sector 1.

Dondozo Down in the Dumps appears in Lumiose City after escaping from Hyperspace Lumiose during Hyperspace Mission 11: Hyperspace Lumiose Survey No. 6.

Honcho can be found inside the Lumiose Sewers. You can find the entrance of the sewers east of Wild Zone 16. Once you're inside, take the first left, and you should be able to find Honcho.
Take note that only this sewer entrance in Bleu Sector 1 can lead you to Honcho. The sewer entrance in the Magenta District does not lead to the same part of the sewers.

Find Dondozo Stuck in a Sewer Pipe

It's recommended to turn on guidance for this quest in order to track where you need to go. The quest marker should point you to the northeast section of the sewers.
From Honcho's location, jump down to the lower platform. Take the first left, then turn right through the archway. Take the second left, then keep going straight until you find the Dondozo stuck in the pipe. A short cutscene will play as you approach Dondozo.
Free Dondozo Using a Pokemon Move
Use a long range move such as Thunderbolt to free Dondozo from the pipe. Many special moves are long range, so you may want to try using these.
Note that attacking Dondozo will put you into a battle against it, so make sure your party is ready to take on a level 67 Dondozo.
Defeat the Alpha Dondozo

Use Grass-type moves and Electric-type moves to defeat the Alpha Dondozo. Its Special Defense is much less imposing compared to its Defense, so it's recommended to use Special Attackers such as Raichu or Meganium for this battle.
Defeating Alpha Dondozo completes the side mission.

Completing Dondozo Down in the Dumps rewards you with a Zinc, Iron, HP Up, and ₽2,300.
HP Up, Iron, and Zinc are vitamins that you can use to increase the EVs of your Pokemon as long as they do not have maxed out EVs yet.
