One of the ideal locations to shiny hunt for Dratini is on the rooftop in Magenta Sector 8. It is one of the easier locations to get to, and there is a chance that you can catch a Shiny Eevee along the way.

How to Shiny Hunt


Fast Travel to Magenta Pokemon Center.

Get to the rooftop by using the Holovator to the right of the Pokemon Center. You will then need to Roto-Glide and cross over the other rooftops to get to Dratini's location.

Change between day and night on the bench near Dratini until Shiny Dratini spawns.

Manually save the game before approaching Shiny Dratini. Dratini will immediately run away when it spots the trainer.
Catch Shiny Dratini before it can escape. You can either crouch and sneak closer to it, or use a Pokemon to KO it in one move.

Your main shiny hunt priority should still be Dratini since it appears both during Day and Night, but if you wish to also catch Eevee, then Eevee will only appear in the area during the Day and only if the weather is Sunny.

The rooftop on Rouge Sector 8 is much bigger, and gives you enough room to sneak close to Dratini. There are also multiple benches present in this location for changing the time of day.

How to Shiny Hunt


Fast Travel to Hotel Richissime.

Head across the street and look for the construction equipment inside one of the buildings to get to the rooftop as shown in the video.

Go back and forth to cause the Pokemon in the area to despawn and respawn until Shiny Dratini appears.

Alternatively, use the bench on the opposite rooftop to switch between Day and Night until Shiny Dratini spawns.

Save the game before approaching Shiny Dratini. Dratini will immediately run away when it spots the trainer.
Catch Shiny Dratini before it can escape. You can either crouch and sneak closer to it, or use a Pokemon to KO it in one move.

Dratini will run away if it spots the player. If Shiny Dratini spawns, make sure to save the game before you approach.

This way, should Dratini escape, you can always reset the game and try again until it is successfully caught.

The spot in Magenta Sector 8 can be reached without the Roto glide. If you do a well timed roll off the top of window gable at the end of the second building, you can JUST make the gap at the closest point between it and the third. After that you're good.
