Sneak Up and Use a Quick Ball or Ultra Ball

Sneak Up on Fleeing Pokemon and Use a Quick Ball or Ultra Ball
While it is already a given to sneak up on Pokemon that flee, trainers can increase their chances by using a Quick Ball or Ultra Ball.

These Poke Balls have a higher chance of success when trainers are not yet spotted. Make sure to also throw the Poke Ball while they are facing away for the back strike catch rate increase.

In Pokemon Legends: Z-A, defeated wild Pokemon enter a special state where trainers can catch them. This is a helpful feature to use against Pokemon that flee so make sure you use a Pokemon with a higher level and super effective move.

Can Shiny Pokemon Flee
If players encounter shiny Pokemon that can flee, like Budew or Espurr, they can flee if they spot you.

However, similar to other shiny Pokemon, they will not despawn naturally when you fast travel, or change the time. They will remain in their location as long as they do not spot you.
