Roof in Bleu Sector 9

Go to the holovator in Bleu Sector 8 and follow the path to Bleu Sector 9 to find a wild Dragonair.

Note that Side Mission 92 - The Beldum Blockade must be completed to unlock the holovator at Bleu Sector 8.

Roof in Jaune Sector 2

Dragonair can also spawn on a roof in Jaune Sector 2. This area requires you to get Rotom Glide, which is unlocked after completing Main Mission 16.

Since Dragonair can work as either a Physical or Special Attacker, its Best Nature is either Adamant or Modest, depending on how you plan to build its EVs and Moves.

Give Dragonair Adamant if you want to use it as a Physical Attacker, and Modest if you want to build it as a Special Attacker instead.
