Roof in Rouge Sector 4

Riolu can be found in Rouge Sector 4 during the day on the roof, accessed from the ladder in the northeast. This is found northwest of Lumiose City, east of the Poke Ball Boutique.

Rest At the Bench to Reroll Encounter Chance

If Hawlucha does not spawn, players may rest at the bench and change the time to reset the encounter chance until it appears. This applies for all possible non-Wild Zone locations.

You can evolve Riolu during the daytime by maxing out your friendship with it. Spending time with your Pokemon will build friendship, allowing you to evolve them earlier the more time you spend on them.
