Riolu can be found in Rouge Sector 4 during the day on the roof, accessed from the ladder in the northeast. This is found northwest of Lumiose City, east of the Poke Ball Boutique.
If Hawlucha does not spawn, players may rest at the bench and change the time to reset the encounter chance until it appears. This applies for all possible non-Wild Zone locations.

You can evolve Riolu during the daytime by maxing out your friendship with it. Spending time with your Pokemon will build friendship, allowing you to evolve them earlier the more time you spend on them.
Once you reach max friendship, you'll be able to evolve it any time during the day.

Give Riolu a Soothe Bell to increase its friendship after every battle. You can obtain the Soothe Bell in Side Mission 36: Some Friendly Competition.

Resting at cafes can increase friendship with Riolu. Cafes are found throughout Lumiose City, and you can purchase drinks to rest and bond with your Pokemon.

Vitamins are training items that increase a Pokemons stats. Feeding these to Riolu will also increase its friendship, while making it perform better in battle.
The simplest way to build friendship with Riolu is to walk around with it out of its Pokeball. This is the slowest method, but doing this between quests will make evolving Riolu much faster.

Since Riolu can work as either a Physical or Special Attacker, its Best Nature is either Adamant or Modest, depending on how you plan to build its EVs and Moves.
Give Riolu Adamant if you want to use it as a Physical Attacker, and Modest if you want to build it as a Special Attacker instead.

You can also give Riolu either Brave or Quiet nature, allowing you to use both of its Physical and Special moves without much downside.
