Goomy is found on the bridge in Vert Sector 9 during the rainy weather. This is the one of the earliest possible locations, found southwest of Lumiose City, north of Wild Zone 1.
Rest at the bench in the inner courtyard of Vert Sector 9 until the weather changes to rainy for Goomy to appear at the bridge.

During the rainy weather, Goomy can be found on the pier in Saison Canal located in the middle of the Magenta Sector. This is found northwest of Lumiose City, southeast of the Magenta Pokemon Center.

Goomy can be found inside the Lumiose Sewers, which you can access during Main Mission 19, when you are tasked to find Gwynn before your promotion match with Ivor. It also has a chance to appear as an Alpha Pokemon.
After the Main Mission, you can get back to the area after completing Side Mission 57 and go in from the entrance found near Bleu Sector 3.

Due to Goomy having very high Defensive stats, its best natures are either Bold or Calm to boost its Defense or Special Defense further.
Goomy also has a better Special Attack stat compared to its Attack, so choosing one of the above natures allows Goomy to still deal some damage with its Special Moves.

You can also give Goomy either Relaxed or Sassy nature, allowing you to increase your Defense or Special Defense at the cost of reduced Speed.
Keep in mind that giving Goomy any of the above two natures will increase the cooldown of moves, putting you at a disadvantage against faster Pokemon.

If your Goomy has a different Nature than the ones we recommend above, you can use a Mint to change its Nature.
