Lyons, the quest giver, is located on the rooftop of the building north of Quasartico Inc. You need to climb the scaffolding outside of Wild Zone 18 to reach the location.
How to Reach the Rooftop

| 1 |  Find the scaffolding at the center of Magenta Sector 9. |
| 2 |  Climb to the very top of the scaffolding until you reach the first rooftop. |
| 3 |  Climb the second ladder to reach the second rooftop. |

Head towards Wild Zone 18 and enter through it. |
| 5 |  Climb the third ladder to reach the building with the red rooftop. |
| 6 |  Exit through the second Wild Zone 18 gate. |
| 7 |  Head across the next blue roofttop. |
| 8 |  Cross the next rooftop using the spiderweb between the two buildings. |
| 9 |  Find Lyons beside the Rotom. Talk to him to start the side mission. |

Defeat the Requester in a Pokemon Battle

Lyons will send out five different Rotom forms one by one in the battle. Defeat all of them to complete the side mission.
Use a Ground-type Pokemon like Garchomp as it resists Electric and can use Earthquake to take out most of the Rotom forms. Fan Rotom, however, is immune to Ground-type moves, so you may want to use Rock Slide to deal with it instead.
It is not recommended to use Garchomp against Frost Rotom, since Garchomp has a 4x weakness to Ice-type moves. Instead, have a back-up Fire-type Pokemon such as Camerupt or Emboar to counter Frost Rotom. This Pokemon can also be used to deal with Mow Rotom, who is not weak to Ground-type moves.

Completing Rotom Showcase! rewards you with ₽4,500 and the Rotom Catalog. You can use the latter to change Rotom's form to make it resemble an appliance and lose its secondary Ghost typing.
