How to Unlock A Pan-tastic Pot of Tea
Progress to Main Mission 08
To unlock a Pan-tastic Pot of Tea, you will first need to progress the story until you reach Main Mission 08, Reaching Rank V. Once you've defeated Lida and are free to roam Lumiose City, you can go and accept this Side Mission.

 Outside Cafe Cyclone on Vert Sector 3 |
A Pan-tastic Pot of Tea can be accepted from Servando, who's found just outside of Cafe Cyclone in Vert Sector 3. He's nearby Wild Zone 2, so you can fast travel there first if you haven't visited the cafe yet.
Pansage, Pansear, and Panpour Location
In the Trees in Jaune Sector 4
These three Pokemon can be found inside various trees throughout Lumiose City, and there are trees in Jaune Sector 4 where all three of them can spawn at the same time.
However, there's a chance that all three of them won't spawn together, and you may need to fast travel and reload the area to catch the ones that you need.
A Pan-tastic Pot of Tea Walkthrough
Bring a Pansage, Pansear, and Panpour to Servando
To complete this quest, you will simply need to have a Pansage, Pansear, and Panpour in your team and present them to Servando. Once you've done that, the mission will be cleared, and you can claim your rewards.

Besides the standard reward of 1,000 Poke Dollars, you also get 3 HP Ups and a White Herb for completing this mission. The HP Ups can be used to increase a Pokemon's HP EV, while the White Herb is a consumable held item that removes any stat decreases applied.
