The best spot to hunt Shiny Bulbasaur is at Wild Zone 20.

You can only unlock Wild Zone 20 after completing the main story of the game. Once you complete Main Mission 38, Wild Zone 20 will appear at the Prism Tower.

How to Shiny Hunt (Perimeter Method)

Wild Zone 20 Map
Fast Travel to Wild Zone 20. Wild Zone 20 can only be unlocked after completing the main story.

Run around the perimeter of the Wild Zone. This will cause the Pokemon within to despawn and respawn as you traverse. You can also avoid being seen by Wild Pokemon this way. Do this until Shiny Bulbasaur appears.

How to Manually Save
Once Shiny Bulbasaur spawns, save your game progress.
④ Catch Shiny Bulbasaur. If you are unable to catch it, reload your save to make another attempt.

How to Shiny Hunt (Bench Method)

Bench in the Top Right Corner
Fast Travel to Wild Zone 20 then rest on the bench to the top east corner.
② Keep changing the time using the bench. This will cause Pokemon in the area to spawn and despawn. Do this until Shiny Bulbasaur appears.

Once Shiny Bulbasaur spawns, save your game progress.
④ Catch Shiny Bulbasaur. If you are unable to catch it, reload your save to make another attempt.
