To unlock Slurpuff's Cafe Visit, you will first need to progress the story until you reach Main Mission 07, Reaching Rank W. Once you've defeated Naveen and are free to roam Lumiose City, a whole bunch of Side Missions will be unlocked, including this one!

Head to Cafe Soleil

Cafe Soleil Location
After speaking with Meuse, you will need to head to Cafe Soleil and talk to the employee at the front. The cafe is located a little bit to the south of Cafe Shutterbug, and will only take a short walk to get there.

Slurpuff will run ahead of you, so you may follow it closely to get to Cafe Soleil.
