How to Unlock Skiddo's Fragrant Leaves
Progress to Main Mission 07
To unlock Skiddo's Fragrant Leaves, you will first need to progress the story until you reach Main Mission 07, Reaching Rank W. Once you've defeated Naveen and are free to roam Lumiose City, a whole bunch of Side Missions will be unlocked, including this one!

Skiddo's Fragrant Leaves can be accepted from Odette, who's located near the boutiques around the southern area of Lumiose City. She's down the street from the Vernal Pokemon Center, so you can fast travel there if you've already visited and unlocked it.

Have a Skiddo in Your Party
To complete this quest, you will simply need to have a Skiddo in your party and present it to Odette. Once you've done that, the sidequest will be cleared, and you can claim your rewards.

The best place to find and catch a Skiddo is in Wild Zone 3. They're guaranteed to spawn in this area, regardless of whether it's night or day, so you can go here if you need to catch one to complete the requirements for this quest.
