A Feather from Skarmory unlocks as you reach Main Mission 38: The Future of Lumiose City. This mission becomes available after the credits roll in Main Mission 37, the end of the main story.

You may accept this mission by speaking to Couper in Vert Sector 7. He can be found standing on the bridge outside Wild Zone 17.

On the rooftop

The Skarmory feather can be found in the middle of the rooftop where the Alpha Mawile is in Wild Zone 17. The feather appears as a glowing red spot on the ground.

You will have to climb the ladder beside the northwestern entrance to get to the rooftop. It is best to use that entrance if you want to avoid getting spotted by the nearby Pyroar.

You do not have to pick up any other glowing red spot. It is best to pick up the correct item right away.

Defeat the Pyroar if You Are Spotted

Defeat the Pyroar

While it is better to avoid the attention of the Pyroar altogether, if they notice you, they will attack your character even after you have climbed up to the rooftop. If they spot you, it is highly recommended that you KO the Pyroar before you climb up the ladder.

You can also leave the Wild Zone, fast travel away, then return to try another stealth approach.

Defeat Skarmory

Battle Skarmory
After picking up the feather, you will have to battle a wild Skarmory. Keep in mind that the Skarmory will be agitated, so it cannot be caught.

You may use Fire or Electric-type attacks to defeat it quickly.

You will obtain a Metal Coat, 3 Babiri Berries, as well as 3500 Pokemon Dollars upon completing this SIde Mission.

The Metal Coat is a held item that is used to evolve Steelix and Scizor. On the other hand, Babiri Berries can reduce the damage taken from a super effective Steel-type attack when held by a Pokemon.
