Rogue Mega Starmie is a Water and Psychic-type, which makes it weak to Bug, Ghost, Grass, Electric, and Dark-type moves. On the other hand, Fighting, Steel, Fire, Water, Psychic, and Ice-type attacks are not effective against it.
Sharpedo

Moves: ・ Crunch ・ Night Slash ・ Screech ・ Agility / Focus Energy How to Get: ・Evolve from Carvanha, which is found at Wild Zone 10. An Alpha Sharpedo can be found at the same location. Summary: Sharpedo excels in this kind of type matchup. Starmie's Water-type attacks are not effective and are immune to Psychic attacks. Offensively, Sharpedo's high base Speed rivals Rogue Mega Starmie's, with the main advantage being the physical Dark-type attacks along with the high base Attack. |
So far, Sharpedo's overall stats are the perfect counter to Rogue Mega Starmie. Defensively, its immune to Psychic-type attacks and Water-type attacks are not effective against it.
Offensively, both of their Mega Evolutuons have high base Speed. The sole advantage of Sharpedo would be its Dark-type attacks. Just in case you need a second option, Absol or Sableye can be teamed up with Sharpedo.
Sharpedo Location, Evolution, and Stats

Buy Sharpedonite for 180 Mega Shards at Quasartico Inc. This can be used to Mega Evolve the Sharpedo in your party!

You can either choose to have Agility or Focus Energy, if you want to increase Speed or critical hit, respectively. Then, follow up with Screech to lower Rogue Mega Starmie's defense. Finish it up with Night Slash and Crunch.
Abomasnow

Moves: ・ Wood Hammer / Energy Ball ・ Giga Drain / Bullet Seed ・ Mist / Leech Seed ・ Growth How to Get: ・Evolve from Snover, which is found at Wild Zone 12. An Alpha Abomasnow can also be found at the same location. Summary: Abomasnow's Grass-type is a natural counter to Rogue Mega Starmie's Water-type. It also acts as its main defensive advantage against this type of matchup. |
Abomasnow is a good counter option against Rogue Mega Starmie, due to its natural tankiness and wide variety of Grass-type moves that are super effective against Water types.

Buy Abomasite for 50,000 P at Quasartico Inc. This can be used to Mega Evolve the Sharpedo in your party!

Set yourself up first with Growth for Attack and Sp. Atk. increase. Since there are a lot of options, you can choose freely among all the recommended moves.
Do note that Wood Hammer is best paired with Giga Drain to compensate for the recoil damage.
Ampharos

Summary: Ampharos, with or without Mega Evolution, is an offensive terror to Rogue Mega Starmie, due to its powerful selection of Electric-type attacks. |
Normal variant Ampharos is more than enough to take on Rogue Mega Starmie due to the type matchup. But with a Mega Ampharos, it helps you defensively in a huge way because it becomes a Water and Dragon-type.
Water-type attacks are no longer effective, making the Psychic-type attacks the only worry.

Buy Ampharosite after defeating Rogue Mega Ampharos during Main Mission 23! The Ampharosite can be used to Mega Evolve your own Ampharos.
Rogue Mega Ampharos Strategy Guide
| Charge → Discharge → Thunder → Thunderbolt → Charge |
Use Charge to gain optimal Electric-type attack buff, then, follow it up with either Wild Charge or Discharge. Do note that Wild Charge has recoil damage.
Afterward, you can use either Thunder or Thunderbolt while waiting for the other moves' cooldown.

When Rogue Mega Starmie uses Power Gem, it jumps high into the sky and crashes into the ground near its chosen target. To dodge this, you can simply look for the circular shadow on the ground to know where it will land.
Additionally, when it's enraged, there's an additional AoE Water-type damage near the area it crashes to the ground.
You can move from side to side when it uses Water Pulse. The water rings move slowly along a straight line. So, if you manage to dodge towards the water rings, you will still get damaged.
When it's charging in the middle, retreat your Pokemon, run as far away from Starmie as possible, and get ready to roll over to the side once it approaches you.
What it will do during this time is charge up and run towards its chosen target in a lightning-fast manner.
During enraged mode, it will go to the far side of the battle field, and shoot water beams towards its target. You can dodge roll this attack, as well as retreating your Pokemon to avoid it getting hit.
One or two hits from the water beams can be fatal, so you badly need to dodge this attack.

The Starmie Mega Battle can be encountered at the rooftop of Bleu Sector 9 when you unlock Main Mission 34: A Rogue Mega Starmie. You need to defeat Philippe of the Rust Syndicate before you can go to the Rogue Battle area.
Teleport to Wild Zone 10, then walk towards Bleu Sector 8 in the southeast. Climb up the scaffolding on the north corner of Bleu Sector 8 to reach the rooftop. Lastly, go towards the direction of Bleu Sector 9 until you find Lida.

You will receive the Starminite Mega Stone as a reward after defeating the Rogue Mega Starmie. The Starminite allows you to Mega Evolve your own Starmie in your team.
