Use an Ice Stone to evolve an Eevee of any level into a Glaceon. You can purchase an Ice Stone from the Stone Emporium for ₽3,000 after completing Main Mission 039, or pick it up as an item around various places in Lumiose City.
How to Get Ice Stone and Pokemon it Evolves

Raise Eevee's friendship level by visiting Cafes to evolve it into Espeon during the day, Umbreon during nighttime, or Sylveon with a Fairy-type move.
You can also give your Eevee a Soothe Bell to make it gain Friendship faster, reducing the number of Cafe Visits required to reach max friendship.

Eevee can be found in Magenta Sector 9 on the roof found in the northwest northwest of Lumiose City. Starting from the Magenta Pokemon Center, follow the route on the map above and use Rock Smash to break the rocks. Climb the ladder in the area with the Alpha Kakuna to reach the roof, then head to the southwest corner to find Eevee.
This is the best location as there is a nearby bench you can use to force Eevee to spawn. Do note that if you want to catch multiples, you have to leave the area, then come back after a while to get it to spawn again.
If you caught or defeated the Alpha Kakuna as well on the way to the Eevee, you can come back later to see if the Alpha Kakuna has respawned; if it has, then you'll be able to spawn another Eevee by sleeping on the bench repeatedly. If the Alpha Kakuna hasn't respawned, then you'll know that Eevee isn't able to respawn yet.

This is a late-game Wild Zone and should only be considered for filling out your Pokedex. If you want to use Eevee in your playthrough, you'll have a better chance finding it on rooftops.
