Evolution Stones can be used to evolve certain Pokemon, such as some of the Eeveelutions.
To use an Evolution Stone, hover over the Stone in your Satchel, select Use this item, and select the Pokemon in your party that you want to evolve.

Trade Evolution items can also be used to evolve specific Pokemon. However, you must trade them through Link Play while holding these items for them to evolve, and the Pokemon must then be traded back to you.

Although not strictly an evolution item, the Soothe Bell can be used to speed up evolving Pokemon that need high friendship.
How to Increase and Check Friendship
You can find Evolution Stones in Poke Balls scattered throughout Lumiose City. Make sure to open as many Poke Balls as you can!

If you need an Evolutionary Stone like a Fire Stone, you can buy them in the Stone Emporium. Some items won't appear in the store until you have reached or completed specific main story missions.

Aside from leveling up, some Pokemon can evolve through the use of items. By using an item, a Pokemon can instantly evolve. Usually, this method also skips any level requirement.
Evolution Chart: How to Evolve All Pokemon
Some Evolution Items must be used in a specific way, instead of just using it on a Pokemon them. For example, Onix can evolve into Steelix by trading it while it is holding a Metal Coat.

If you can evolve a Pokemon with an Evolution Item, you should do it immediately. Your Pokemon will receive a good increase to their stats.
Unlike older Pokemon games, you will not miss anything by evolving your Pokemon early. They will still learn the same moves through level up as if they were in their base form.

Some Evolution Items, like Evolutionary Stones, can be used directly from your satchel. The Pokemon you want to evolve must be in your party. Once you select a Pokemon with the item, it will evolve.
There's no point of return after pressing A, except if you load an old save file. So, make sure that the evolution is the one you want, especially if a Pokemon has several evolution paths like Eevee or Kirlia.
Other Evolution Items must be equipped by a Pokemon when they are traded to trigger their evolution. When the Pokemon is received by the other trainer, the Evolution Item will be consumed and they will evolve!
