A Use for an Evolution Stone! is one of three side missions that you are required to complete during main mission 5, The City in the Shadow of Prism Tower. You must talk to Emma at the Looker Bureau first before this mission becomes available.

You can start the A Use for an Evolution Stone! side mission by talking to Tracie in Passage du Palais, which you can find north of Rouge Plaza.

To start, head to the Rouge Plaza Wild Zone 3. This is the closest area where you can find a Pikachu, and simply navigate the area until you find one. Catch it afterward.
If you already have a Pikachu, you can skip this step and trade it to Tracie. Otherwise, consider catching another one instead. It can be any Pikachu, regardless of level or gender.

Head back to Passage du Palais and talk to Tracie to start the trade. Choose any Pikachu you have in your box or party, and she’ll give you a Heracross in exchange, completing the side mission.
You’ll also see the Pikachu you caught evolve into a Raichu after the trade! But since it’s traded, you won’t get it back, nor will it be registered in your Pokedex.

You can get ₽800, 5 Poke Balls, and 3 Potions for completing the A Use for an Evolution Stone! side mission. Be sure to complete this mission if you’re looking to restock on these.

Another reward you can get from this mission is Heracross. If you’re looking to add a rare Bug or Fighting-type Pokemon to your team, this is the way to go. It also serves as your first step toward getting a Mega Heracross!
Keep in mind that this isn’t completely free, as you’ll need to catch and trade a Pikachu to get the Heracross!
