Let It Rain, Let It Pour can be unlocked once you return to Hotel AZ after visiting the Rust Syndicate Office during Main Mission 20. Other side missions will also unlock alongside this.

Let It Rain, Let It Pour is a mission you can accept this mission from Cielestine, who can be found in the battle court on Rouge Sector 7.

After accepting the mission, you may speak to Cielestine again to initiate a Pokemon battle. If it isn't raining, be sure to choose the top option when speaking to her. This will cause it to rain in the overworld and start the battle.
All of Cielestine's Pokemon are weak against Electric-types. It may be ideal to bring Pokemon such as Ampharos or Raichu. The Water-type attacks from your opponent will be more powerful in the rain, so be sure to watch your Pokemon's HP.

Cielestine will reward you with a Mystic Water, 3 bottles of Fresh Water, as well as 2000 Pokemon Dollars upon completing this mission.
Mystic Water is a held item that can boost the Water-type attacks of your Pokemon.
