There is an other dratini in Magenta Sector 8 just on the roof of the Café Triste building
The Larvitar info is incorrect. I defy you to produce a video of someone accessing the southern rooftop in Vert Sector 2 using only Dodge Roll, in the NA English release of this game. Many people have said it's possible; the only video I've seen has the character miraculously landing on an invisible ledge and instantly jumping up the side of the roof even though they're a whole 2-3 steps away from the edge.
