Charging Toward Victory appears in Lumiose City after you explored Hyperspace Lumiose once in the main story. This means completing Side Mission 120, and progressing Hyperspace Mission 1.

Enter inside the battle court in Vert Sector 4 and speak with the man with the brown t-shirt at the corner of the court to start the side mission.

Defeat the Requester in a Pokemon Battle

Accept Accroi's request for a battle and defeat all his Pokemon to complete the side mission.

Use a Pokemon that can use Psychic-type and Ground-type moves to take advantage of their weaknesses.

Use a Pokemon with a high Speed stat, fast-charging moves, and has Protect to guard against strong charge attacks. For a particular recommendation, use Starmie as it can hit Galarian Farfetch'd and Golbat with Psychic-type moves and Garganacl with Water-type moves.
