Defeat Canari
To unlock the Most Electrifying Eelektrik, you will need to progress through the story until you reach the point in Main Mission 19 where you'll need to defeat Canari. Once that's done, this Side Mission will be unlocked.

You can accept this quest from Anguil, who's located by the drinks stall in Bleu Sector 5. It's right next to Wild Zone 12, so you can fast travel there or to Nouveau Cafe (Truck No. 2) to get to him quickly.

Defeat Anguil's Eelektrik

Attack Eelektrik with Ground Moves
To complete this quest, you will need to challenge Anguil and defeat his team of 3 Eelektriks. Thankfully, in Legends Z-A, there are no Abilities, so Pokemon like Excadrill and Krookodile can use super effective Ground attacks without worrying about Levitate.
