To unlock Stumped at the Fountain, you will first need to progress the story until you reach Main Mission 07, Reaching Rank W. Once you've defeated Naveen and are free to roam Lumiose City, a whole bunch of Side Missions will be unlocked, including this one!

You can accept this quest from Croquis, who is located by the fountain in Jaune Sector 7. The closest fast travel point to this area is the Hibernal Pokemon Center, so you can teleport there if you already have it unlocked.

Before you start this quest, you'll need a Pokemon that knows a Fire-type attack or a Slashing move such as Aerial Ace, Night Slash, or Slash. You can either use a Fire-type Pokemon that naturally learns Fire moves via leveling up, or you can use a TM of a Fire-type attack on a Pokemon that hasn't learned one yet.

To speed up the process, it's recommended to bring multiple Pokemon with Fire or slashing moves so you can switch between them to clear the brambles. This way, you won’t have to wait for cooldowns, especially if you’re only using one Pokemon.
Fletchling is a good Pokemon to use here since it can learn Ember and Aerial Ace, allowing you to alternate between moves before switching to another Pokemon to clear the rest. Slash is another useful move to consider if you have Croconaw, Binacle, or Honedge on your team.
How to Destroy Boulders and Obstructions

Once you have a Pokemon with a Fire-type attack, you can summon them and have them burn down the brambles. After that's done, you can talk to Croquis for the next part of the quest.

During the short cutscene, more brambles will spawn near the fountain, and you'll need to clear them again with Fire moves. From there, talk to Croquis one more time to get the final set of brambles to spawn, and repeat the process to complete this quest.
After clearing the last batch of brambles, you'll find out that the culprit was a Phantump all along. You can't catch it though, as Croquis will make it her own model.

Aside from the monetary reward of 1,000 Poke Dollars, you will also receive 3 Nest Balls from completing this quest. These are Poke Balls that have a higher chance of catching a Pokemon that's a lower level than the Pokemon that you currently have out on the field.
